Thank you for the feedback, and sorry
for the confusion. You're right, when you click the download
button it presents all the plugins descriptions, rather than a
direct download.
You can simply drag and drop the button directly onto Oxygen, and
the installation will start automatically.
We've already logged an issue in our tracker to make the
installation steps clearer on that page.

We released Saxon 13 as an add-on so users can benefit from
the new
features until we integrate it as a built-in engine in Oxygen.
This is a
faster way to deliver a new engine ahead of a full Oxygen
release. You
just need to install the add-on (Help > Install new
add-ons), and it
will then be available as an option for validation and
transformation.
