The single solution for this use case is to add an XSLT extension point that allows you to overwrite the tiles generation. The XSLT extension that allows you to overwrite the templates used to generate the main page is: com.oxygenxml.webhelp.xsl.createMainPage:

The template that generates the main page is <xsl:template match="toc:topic" mode="create-tiles">. It is located in the ${DITA-OT-DIR}/plugins/com.oxygenxml.webhelp.responsive/xsl/template/mainPageComponentsExpander.xsl folder.
