We considered this to cover the use case you mentioned, and if somebody does not want to enable this checkbox then maybe they want to have the option to select another editor next time a ".h" file is opened. You may also go to the "File types" preferences page and associate there extensions with specific editors. There are some cases when we apply the idea of learning, for example if you open a file without any schema, then Oxygen will automatically infer the document structure from the current file and it will offer content completion based on that.
