
I have been using the map editor by creating topicrefs to non-existent topics and then using the "topic doesn't exist, create new?" feature to create the referenced topic. The one problem I'm finding is that when I create the topicref, after I specify the URL of the target topic, the dialog sets the scope= value to "peer", which I then have to change to "local" so the reference will be correct. The URL I'm specifying is relative to the location of the map document, so the dialog should be able to tell that the target, while it doesn't exist, will be below the map's location (I can't think of any other way it would presume to guess whether a referenced topic is local or a peer). Alternatively, it should always take any relative path to be a local reference and any absolute path to be a peer path.
