Is this handled through the following:

  1. Enabling a preference for the Content Completion Assistant?
  2. Ensuring that the content model for the <foo> element lists <p> as the first option?

In this case, the DTD requires that <foo> have at least one child element, but the list of elements permitted by the content model is long.
