The changes themselves allow comments, so you do not need to use the add comment to describe a delete, use the "Comment change" action instead - this is available from the contextual menu on a change, just after Accept and Reject actions.
Ah, I see that now. That will work for me. Would it make sense to have the "Add comment..." button perform the "Comment change" action when in the context of a deletion? I guess the problem is that change comments and regular comments are considered different things by oXygen, so when you click on "Manage Comments" you won't see change comments. From the user's perspective, they're all just comments though.
