The dialog usually presents the templates and functions to help create some scenarios stubs for them. It looks like in the picture below. In your case, do you get an empty list?
Please start Oxygen from the command line script (oxygenDeveloper.bat or oxygenDeveloper.sh) and check the console for any exceptions after clicking the customize button.

The XSpec support is included in the Developer edition. The wizard appears in the New dialog:
as well as in the project view's contextual menu over an XSLT file:
The wizard helps you create new XSpec files. To execute them, just open the XSpec file and click on the *Apply transformation Scenario* action on the toolbar :
