The latest version of Oxygen is always available on the main download page:
http://www.oxygenxml.com/download.html

Older versions (latest minor version for each major version) are available here:
http://www.oxygenxml.com/software_archive.html

Note that only the latest maintenance builds are available for each supported version of the application.
All downloads are available via HTTP (not FTP).

Is there a specific version or build number that you are looking for?
