I think in your case the registry value contains the path "C:\Program Files\Help Workshop" and it was set by a previous installation of the HTML Help Workshop and now there is a newer version installed in "C:\Program Files\HTML Help Workshop" but the registry value remained the old one. Please set the correct path to hhc.exe manually in the above Windows registry key. For the next version of Oxygen we will check what should be the path set in registry by the latest version of the Microsoft Help system.
