Starting with the version 25, a dedicated transformation scenario parameter was implemented for this use-case.
More specific, you should use set the value of the "webhelp.enable.scroll.to.search.term" HTML fragment extension parameter to "yes". By default, it is set to "no" and clicking on a search result opens the topic that contains the search term at the top of the topic. If you set it to "true", the page should scroll to the first occurrence of the search term.
