Also, when transforming topic references with keyrefs to HTML, PDF the output does not seem to resolve the key references (DITA OT 1.5 M19). Do transformations work for you using these constructs?
No, M20 of the 1.5 Toolkit doesn't do it either. I've already logged a bug for that and provided a test data set. I also noticed that the Toolkit isn't producing links for <keyword> elements that use @keyref. I've sent mail to Robert Anderson asking if that is on their implementation plan or if it's a bug.
