Go to the Classpath tab, add a reference to your new resources folder, and move this reference up (using the Move Up button) so that it is the first one that appears in the list.

in the "Classpath" of your framework extension you have set the path to your custom "resources/" folder to be before the path to the base DocBook folder's "resources/" folder, right? If so and it still does not work for you maybe you could send us (support@oxygenxml.com) the framework extension folder and we can take a look at it. But it seems that settings stored in ${framework}/resources/idGenerationDefaultOptions.xml are being ignored. It seems that settings for "master" framework (DocBook in this case) are still being used instead.
