10.2 Creating Link Using Toolbar in Author Does Not Wrap Selected Text

In 10.2 in author mode using DITA content, if I select text and then use the link button from the Toolbar to select "Web link", the resulting link does not wrap the selected text, which is what I expected and wanted it to do (that is, I expected it to behave as if I had used the normal element insertion mechanism).
