When both topics are chunked, only the internal/contained links in the first instance of the conref'd simpletable work. If I "unchunk" both or even just one of the topics, then the internal/contained links work in both locations.

Such a link would need to look like:

<xref href="#./rowID"/>

In the Oxygen Preferences->"DITA / Topics" page you can check the "Use . instead of the ID of the parent topic" checkbox to always insert links this way.
